All work will be in accordance with the Contract Drawings and Specifications and as directed by
ENGINEER. Separate sealed Bids will be received by the Village of Youngstown until 10:00 a.m. local time
on September 29, 2023, at the office of the Village Clerk, Village of Youngstown, Village Hall, 240 Lockport Street, Youngstown, New York 14174, and then at that time and place be publicly opened and read aloud.
All Bids shall be made on the forms furnished and shall be enclosed in a sealed envelope marked
“YOUNGSTOWN REDI ASSET NO. 17, WATER STREET RECONSTRUCTION PROJECT,
CONTRACT 2022-1” and directed to the Village of Youngstown.
Youngstown REDI Asset No. 17, Water Street Reconstruction Project, Contract 2022-1 – Project
generally consists of reconstruction of Water Street, installation of storm and sanitary sewers, pump station modifications, emergency generator and associated work in the Village of Youngstown, New York.

A non-refundable payment of Forty Five Dollars ($45.00) payable to Avalon Document Services will be required to obtain the Proposal Booklet and a flash drive with an electronic version of the Contract Documents for the above contract. Cash payments will not be accepted.
The payment includes shipping of the Proposal Booklet and flash drive to anywhere in the Continental United States via ground shipping, should you require overnight shipping that will be at an additional cost to the potential bidder.
By submission of the $45.00 non-refundable payment, bidder will be registered as an official planholder. Only official planholders are eligible to bid on the project. Subcontractors, suppliers, equipment vendors, etc., will also be required to submit the non-refundable payment in order to receive the Proposal Booklet and flash drive with electronic version of the Contract Documents.
If bidders wish to purchase printed copies of the Contract Documents (beyond the Proposal Booklet), they may be obtained through Avalon. Only official planholders will be allowed to obtain printed copies of the Contract Documents. Bidders acknowledge that they are responsible for review of all components of the Contract Documents, including all specification sections and drawings, regardless of how many drawings they print and in which format/size they are printed. Full-size drawings are on 24-inch by 36-inch paper.
The Village of Youngstown reserves the right to waive any informalities in the Bid and to reject any or all Bids.
