SECTION 001113 – ADVERTISEMENT FOR BIDS
1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders are invited to submit bids for Project as described
in this Document according to the Instructions to Bidders.
B. Project Identification: Clinic Renovations.
1. Project Location: A.J. O’Dell Foundation – Medical Center, 263 Liberty Street,
Arcade, New York 14009
C. Owner: The County of Wyoming.
D. Architect: Kideney Architects, P.C.
E. Construction Contract: Bids will be received for the following Work:
1. Single Prime Contract Project consisting of the following:
a. General Building Construction.
b. Electrical Construction.
c. Plumbing Construction.
d. Mechanical Construction.
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed bids until the bid time and date at the location indicated
below. Owner will consider bids prepared in compliance with the Instructions to Bidders
issued by Owner, and delivered as follows:
1. Bid Date: 3/9/2020.
2. Bid Time: 1:00 p.m., local time.
Location: Bids will be accepted at the First Floor Conference Room A.1511, 400
North Main Street, Warsaw, NY 14569.
B. Mailed bids to be sent to:
Wyoming County Community Hospital
Attention: Craig Woodworth Bid for Clinic Renovations 400 North Main Street, Warsaw, NY 14569
C. Bids will be thereafter publicly opened and read aloud at Wyoming County Community
Hospital in the First Floor Conference Room A.1511.
1.3 PREBID CONFERENCE
A. A pre-bid conference for all bidders will be held at the A.J. O’Dell Foundation – Medical
Center, 263 Liberty Street, Arcade, New York 14009 on 3/6/2020 at 10:00 am, local
time. Prospective bidders are encouraged to attend.
A. Printed Procurement and Contracting Documents: Obtain on 2/27/2020 by contacting
Avalon Rochester Office, 89 Allen Street, Rochester, New York 14608. Phone (585)-
242-9999. Documents will be provided to prime bidders only; only complete sets of
documents will be issued.
1. Deposit: $100.00. Payable to Kideney Architects, P.C. Cash will not be
acceptable as a deposit for the Contract Documents.
2. Shipping: Additional shipping charges will apply.
B. All Bidders who have paid the aforesaid deposit for an entire set of Bidding Documents
and return such sets to Avalon Rochester Office in GOOD CONDITION within thirty (30) calendar days after the award of contract or rejection of bids, shall receive a refund of the full amount of such deposit for each set.

1.5 BIDDER’S QUALIFICATIONS AND INFORMATION
A. Attention of the Bidder is particularly called to the Owner’s sales tax exemption, the
requirements as to conditions of employment to be observed and the minimum wage
rates to be paid under the contract. In addition, the Bidding Documents for this project
contain detailed requirements for the qualification of Bidders. These include, among
other things, rigid bonding and insurance requirements, financial statements, bank
references, lists of lawsuits, arbitrations or other proceedings in which the Bidder has
been named as a party, a statement of surety’s intent to issue Performance and
Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.
B. Bids shall be prepared as set forth in “INSTRUCTIONS TO BIDDERS”, enclosed in a
sealed envelope bearing on its face the name and address of the Bidder and the title of
the Work to which the bid enclosed relates.
C. Each Bidder shall include a Bid Bond with its bid, security in an amount not less than
five percent (5%) of the base bid in the form and subject to the conditions provided in
the “INSTRUCTIONS TO BIDDERS.” CERTIFIED OR BANK CHECK WILL NOT BE
D. No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening.
E. The County of Wyoming reserves the right to waive any and all informalities in or to
reject any or all bids.
F. The Owner further reserves its right to disqualify Bidders for any material failure to
comply with the “INSTRUCTIONS TO BIDDERS” and “SUPPLEMENTARY
INSTRUCTIONS TO BIDDERS.”
