Sealed Bids for the construction of Water System Improvements will be received by the Village of Fredonia, at the office of the Mayor, 9-11 Church Street, Fredonia, New York 14063, until 11:00 a.m. local time on December 19, 2019, at which time the Bids received will be publicly opened and read aloud.
The Project consists of various improvements at the Water Treatment Plant, Webster Road Pumping Station and Tank, and Vineyard Drive Pumping Station. Improvements include replacement of upflow clarifier equipment, replacement of select piping and valves, replacement of horizontal split case pumps, standby emergency generators at pumping stations, TTHM Removal System at tank, along with associated electrical and instrumentation work. In addition, there is approximately 500 LF of watermain installation including two railroad crossings via jack and bore method.
Owner has obtained financial assistance for the Project from the New York State Environmental Facilities Corporation (NYSEFC) under the New York State Water Grants Program and Drinking Water State Revolving Fund (DWSRF). Requirements of the Contractor, including EEO, MWBE and DBE requirements, are included in the Supplementary Conditions.

Bidding Documents may also be examined Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m. at no expense at: Village Hall, Village Clerk’s Office, 9-11 Church Street, Fredonia, NY 14063. Bidding Documents may also be viewed at the Buffalo Builder’s Exchange (www.conexbuff.com), Builder’s Exchange of the Southern Tier (www.bxstier.com) and Dodge Data & Analytics (www.construction.com).
Bidding Documents may be ordered by registering with the Issuing Office (Avalon, www.avalonbuff-planroom.com). Following registration and payment of a non-refundable cost of $10 (payable to Avalon), complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as portable document format (PDF) files or provided on compact disc. Printing and associated costs will be the responsibility of each party acquiring the Bidding Documents. Prospective Bidders must be registered with the Issuing Office to receive notice of addenda.

A pre-bid conference will be held at 11:00 a.m./pm local time on Wednesday, December 4, 2019 at the Village Hall, 9-11 Church Street, Fredonia, New York 14063. Attendance at the pre-bid conference is highly encouraged but is not mandatory. A site visit to the water treatment and pumping station locations will follow the meeting.
Bid security shall be furnished in accordance with the Instructions to Bidders.
