Sealed Bids for the construction of the Water Treatment Plant Upgrades, Contract 2 and Contract 3, will be received by the City of Hornell Clerk’s Office, 82 Main Street, Hornell, NY 14843 until 2:00 PM local time on August 27th, 2019, at which time the Bids received will be publicly opened and read.
The Project consists of improvements including the rehabilitation of a clarifier, installation of an
automation system, new valves, and actuators, various structural improvements, and site work, at the City of Hornell Water Treatment Plant at 7460 Seneca Road North, Hornell, NY 14843, as noted in the bidding documents dated July 2019.
Bids will be received for General Construction (Contract 2) or Electrical Construction (Contract 3). As indicated in the Bid Form, the Base Bids and Alternate Bid Items shall be on a stipulated sum basis and the Conditional Bid Items shall be bid on a unit price basis. All bids shall be made on the form furnished by the Issuing Office.
The Issuing Office for the Bidding Documents is the City of Hornell, 82 Main Street, Hornell, NY 14843.
Prospective Bidders may examine or obtain the Bidding Documents at the Issuing Office, on Mondays through Fridays between the hours of 8:30 AM to 4:00 PM.

Printed copies of the Bidding Documents may be obtained from the above locations, upon payment of a deposit of the sum of $50.00. Checks for Bidding Documents shall be payable to City of Hornell. When requesting bid documents, prospective bidders shall provide their name, firm’s name, shipping address (no PO Box numbers), telephone number, email address, fax number (if any), name of the project for which they are requesting Bidding Documents, intended contract, amount of money enclosed, and if applicable, check numbers. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 30 days after receipt of Bids will receive a refund.
The date that the Bidding Documents are transmitted will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the above locations. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the above.

A pre-bid conference will be held at 10:00 AM local time on August 7, 2019, at the City of Hornell
Water Treatment Plant, located at 7460 Seneca Road North, Hornell, NY 14843. Attendance at the
pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
This project is funded by a New York State Water Grant, as administered by the New York State
Environmental Facilities Corporation (EFC), in conjunction with a Drinking Water State Revolving Fund (DWSRF) loan. This project is subject to DWSRF Program requirements including:
· Participation of Minority- and Women-Owned Business Enterprises (“MWBE”) and Equal
Employment Opportunities (“EEO”) pursuant to New York State Executive Law, Article 15-A and
New York Code of Rules and Regulations, Title 5 (5 NYCRR) Parts 140-145 (Regulations of the
Commissioner of Economic Development). The MWBE combined goal for construction contracts
is 26% of the contract value for any contract with a value above $100,000;
· Participation by Disadvantaged Business Enterprises (“DBE”) in United States Environmental
Protection Agency (“EPA”) Programs pursuant to 40 Code of Federal Regulations (CFR) Part 33;
· Equal Employment Opportunities pursuant to Titles VI and VII of the Civil Rights Act of 1964, 40
